The three categories of water damage
The IICRC sorts water by contamination. Category 1 comes from a sanitary source such as a supply line. Category 2 is significantly contaminated, such as dishwasher or washing machine discharge. Category 3 is grossly contaminated — sewage, or rising water from rivers or streams. The category decides what can be dried and what must be removed.

What the three water categories actually mean
The three water categories come from ANSI/IICRC S500, the ANSI-accredited consensus standard for professional water damage restoration, currently in its fifth edition. They sort water by how contaminated it is, not by how much of it there is.
Category 1 water originates from a sanitary source — a supply line, a water heater tank, a tub overflow with no additives. Category 2 is significantly contaminated and has the potential to cause discomfort or sickness, such as discharge from a dishwasher or washing machine, or toilet overflow containing urine but no feces. Category 3 is grossly contaminated and can contain pathogenic or toxigenic agents: sewage, waste line backflows originating beyond a trap, seawater flooding, and rising water from rivers or streams.
Why the category decides what can be saved
The category decides whether a wet material can be dried in place or has to be removed, and that single decision drives most of the cost difference between two otherwise identical losses. Category 1 water in a room caught quickly is usually a drying problem. The same volume of Category 3 water is a removal problem.
Porous materials — carpet pad, insulation, and in many cases drywall that has wicked water — cannot be reliably decontaminated by drying once Category 3 water has soaked into them. This is why a sewage backup and a burst supply line can produce identical-looking rooms with completely different scopes of work.
The fact nobody tells homeowners: category degrades with time
Category is not a permanent property of the water. It is a description of the water's condition at the moment it is assessed, and it degrades. Clean water left standing picks up soil, contacts contaminated building materials, and supports microbial growth, so Category 1 becomes Category 2 and eventually Category 3.
This mechanism explains most of the cost variance in the vertical and it is the reason speed matters more than almost anything else. A homeowner who starts drying a clean-water loss the same day is dealing with a different job than one who returns from a week away to the same original leak. Nobody in the chain that arrives at your house has a commercial reason to explain this to you before the delay has already happened.
How categories relate to the four classes
Category and class answer different questions and are routinely confused. Category is contamination. Class describes how much water is present and how difficult the drying will be — from minimal absorption affecting part of one room, up to bound water in dense materials such as plaster, hardwood and concrete that requires specialty drying equipment.
You need both to understand a scope of work. A Category 1, Class 1 loss is a small clean-water event. A Category 3, Class 4 loss is a major contaminated event involving materials that hold water tightly. Verify the current class descriptions against the standard itself rather than against a restoration company's summary of it.
Who decides the category, and can you disagree?
In practice the restoration contractor who attends first assigns the category, and that assignment drives the entire scope and price of the job. It is a technical judgment made under time pressure, usually before anything has been tested, and it is not infallible. A homeowner is entitled to understand the reasoning and to ask for it in writing.
Ask what source the water came from, how long it is believed to have been present, and which specific materials are being called unsalvageable as a result. If the category assigned is 2 or 3, ask what evidence supports it, because that decision is what converts a drying job into a demolition scope. If the answer is vague and the scope is large, a second opinion costs far less than the difference between drying and removal. Your insurer may also send an adjuster who reaches a different conclusion, which is a normal part of the process rather than a sign of bad faith.
